I cannot get to the forum from Harbin, China. I've run some traceroutes, which show very high drop
rates, but one node either doesn't respond to ping, or is where it's stopping...

My Chinese is very poor, and I don't have a clue how to get it resolved here. In the US, I'd call
up my local ISP, tell them the issue, and they would contact the national carrier (if neede) and
get it resolved. They've even gotten national carrier to reset a backbone router (not an easy
task). Here, I'm don't even know the words I just used in English!
